Slovenia Becomes Sixth EU Country to Recognize Tesla FSD Supervised — EU-Wide Approval Is Still Separate

Slovenia’s Traffic Safety Agency, AVP, has temporarily recognized the Dutch RDW’s provisional type approval for Tesla FSD (Supervised), making Slovenia the sixth EU member state that AVP says has allowed the system under this route.¹² AVP says the recognition took effect Sept. 7; Slovenia’s government says it permits use in the country under the conditions of RDW’s provisional approval.¹²

That is a new country-level permission, not completion of the separate EU-wide authorization process.¹³ AVP and RDW also describe FSD Supervised as driver assistance rather than autonomous driving: the driver remains responsible, must monitor the system and traffic, and must be ready to take control.²³

Reuters reported, quoting Tesla Europe’s Sept. 7 public announcement, that Tesla says rollout in Slovenia will begin soon.⁴ Tesla’s statement describes rollout as forthcoming rather than completed.⁴

What Slovenia actually recognized

Slovenia did not issue a separate EU-wide approval. Its Ministry of Infrastructure and Energy says AVP, acting as the country’s type-approval authority, recognized the provisional approval that RDW issued in the Netherlands.¹ The ministry says the recognition allows FSD Supervised to be used on Slovenian territory under the conditions attached to that temporary approval.¹

AVP says Slovenia joins the Netherlands, Lithuania, Estonia, Denmark and Belgium as the sixth EU member state to recognize or allow the system under this route.² The agency’s own notice emphasizes the supervision requirement despite Tesla’s “Full Self-Driving” branding: it calls the system advanced driver assistance, not a fully autonomous or self-driving vehicle, and says the driver remains responsible for safe operation.²

That distinction is central to what changed. Slovenia has added another national permission for FSD Supervised. It has not transformed the system into driverless operation or settled the broader European authorization question.²³

The EU-wide process remains separate

RDW announced its original provisional approval on April 10 and said it was valid in the Netherlands.³ The Dutch regulator said wider admission in the European Union would require additional European steps rather than following automatically from that national approval.³

Slovenia’s ministry likewise says the provisional approval remains tied to the European Commission process and that RDW remains responsible for ongoing supervision of the approval.¹ The Slovenian recognition therefore expands the territory where the system may be used under the provisional framework, but it does not by itself create EU-wide authorization.¹³

The newsroom’s Sept. 1 coverage of Tesla’s European FSD evidence package dealt with a different part of the same continuing event: the evidence Tesla and RDW have put forward around the Article 39 process. Slovenia’s action is the more practical country-level milestone — where the provisional approval is now recognized — while the broader European decision remains unresolved.¹³

For Slovenian Tesla owners, the next concrete step is Tesla’s customer rollout. Tesla Europe’s public statement, as quoted by Reuters, says rollout will begin soon.⁴
