San Antonio City Council approved a rezoning at 171 Heimer Road on Sept. 3, San Antonio Express-News reported, advancing a site the newspaper identifies as planned Tesla robotaxi parking and dispatch near San Antonio International Airport.1 A separate post-meeting zoning tracker also lists the case as approved.2
The important limit is what that vote does not establish. The reviewed records do not show that Tesla has launched robotaxi service in San Antonio, started construction at Heimer Road, or set a public local launch date. They also do not establish a vehicle count or charger count or type for the site.31
What San Antonio actually approved
The city's official Sept. 3 zoning agenda lists case Z-2026-10700140 for 171 Heimer Road in Council District 9. The request was to change the parcel from C-2 commercial zoning to C-3NA general commercial nonalcoholic sales, and the agenda says both city staff and the Zoning Commission recommended approval.3
That currently indexed city agenda does not identify Tesla or robotaxis as the site's user.3 The Tesla connection comes from San Antonio Express-News, which reported both that City Council approved the rezoning on its consent agenda and that the planned use is a Tesla robotaxi parking-and-dispatch location.1 The current ZoneWire meeting tracker independently reflects an approved outcome for the Heimer Road case, but it does not independently establish Tesla as the proposed user.2
That distinction matters because a zoning case answers a land-use question. It does not, by itself, establish that a robotaxi base has been built, that vehicles are operating from it, or that rider-facing autonomous service has been authorized. Those are separate steps that are not established by the Heimer Road zoning record reviewed for this story.31
San Antonio Express-News also reported that Tesla has not said when it expects to begin operations in San Antonio.1 That is a statement about the public timing available in the reporting reviewed here, not evidence that Tesla has no internal schedule.
A physical step, but still an early one
The Heimer Road action is more concrete than a general expansion plan because it ties the reported robotaxi use to a specific property and a zoning case reported approved. But the evidence stops there. No reviewed source establishes a Heimer Road construction start, opening date, robotaxi fleet size, or charging configuration.312
Reuters reported that limited Cybercab rides began in Austin on Sept. 3.4 We have separate coverage of the limited Austin Cybercab rollout. That Austin milestone does not establish the operating status of the San Antonio site.
For Heimer Road, the next meaningful evidence would be a primary post-vote city record or application naming Tesla, construction or electrical permitting, a Tesla announcement with San Antonio timing, or actual rider-facing service. Until then, the supportable milestone is narrower: the rezoning has been reported approved, and the site's Tesla robotaxi use remains based on attributed local reporting.
