CBS says investigators classified the Sept. 2 fire as accidental and attributed it to an electrical failure involving equipment used to power the charger; the exact failed component remains unestablished.
The Maryland city says qualifying residents without a garage, driveway or parking pad can use a flush sidewalk channel or curbside pedestal, but permits, inspections and location-specific approval are still required.
City Council still has to approve the closure. Raincross Gazette reports RPU received 219 applications but only 30 completed installation and inspection, while the utility’s current process requires a separate meter, panel and clearance checks, permitting and final inspection.
